{"id":12950,"date":"2023-03-11T10:30:27","date_gmt":"2023-03-11T08:30:27","guid":{"rendered":"https:\/\/factcheck.bg\/?p=12950"},"modified":"2023-03-10T22:10:51","modified_gmt":"2023-03-10T20:10:51","slug":"it-s-true-that-a-residential-tower-in-kyiv-hit-by-a-russian-missile-has-been-fully-restored","status":"publish","type":"post","link":"https:\/\/factcheck.bg\/en\/it-s-true-that-a-residential-tower-in-kyiv-hit-by-a-russian-missile-has-been-fully-restored\/","title":{"rendered":"It&#8217;s true that a residential tower in Kyiv hit by a Russian missile has been fully restored"},"content":{"rendered":"<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The building in Kyiv, which was damaged by a missile strike in the first days of the war, has indeed been restored &#8211; initially through donations and personal contributions from residents and then the works were taken over by the city authority.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The damages on the 27-storey tower and the process of its renovation were closely covered and documented by a number of Ukrainian and international media.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In February photographs of a high-rise residential block circulated on Twitter, claiming that the building, which was hit by a Russian missile strike on Kyiv last year, had now been fully restored. Due to the extent of the damages and the relatively short time interval, users expressed doubt in the pictures&#8217; authenticity, guessing that the photos showing the restored building were actually taken before the war.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The image is split in two &#8211; the left half shows the building immediately after the attack and the right one claims to show the way it looks after the renovation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After receiving a question from our reader Tsvetomir Dimitrov, Factcheck.bg examined the evidence.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" data-src=\"https:\/\/factcheck.bg\/wp-content\/uploads\/2023\/03\/Screenshot-tweet.jpg\" class=\"alignnone wp-image-12912 lazyload\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/yH5BAEAAAAALAAAAAABAAEAAAIBRAA7\" alt=\"\" width=\"584\" height=\"762\" \/><noscript><img decoding=\"async\" class=\"alignnone wp-image-12912\" src=\"https:\/\/factcheck.bg\/wp-content\/uploads\/2023\/03\/Screenshot-tweet.jpg\" alt=\"\" width=\"584\" height=\"762\" srcset=\"https:\/\/factcheck.bg\/wp-content\/uploads\/2023\/03\/Screenshot-tweet.jpg 658w, https:\/\/factcheck.bg\/wp-content\/uploads\/2023\/03\/Screenshot-tweet-230x300.jpg 230w\" sizes=\"(max-width: 584px) 100vw, 584px\" \/><\/noscript><\/p>\n<p><span style=\"font-weight: 400;\">The high-rise block in the pictures was one of the first residential buildings in Kyiv to be hit by Russia&#8217;s strikes on Ukraine. On the Saturday morning of 26 February 2022 a Russian missile <a href=\"https:\/\/vikna.tv\/ru\/video\/ukrayina\/v-kieve-v-zhiloj-dom-na-lobanovskogo-popala-rossijskaya-raketa\/\">tore<\/a> into one of its corners. Emergency services received the first call about the incident at 8:15 am. Rescue workers searched the affected areas, helping out the injured. No one was killed. The building has 27 floors and is located in Kyiv&#8217;s southwestern neighbourhoods, at 6a Lobanovskyi Avenue.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The attack on a civilian target made became global news and was <a href=\"https:\/\/www.youtube.com\/watch?v=Ql7tKZ9m9nQ\">covered<\/a> by the media in multiple countries, including <a href=\"https:\/\/bntnews.bg\/news\/ruska-raketa-udari-zhilishten-blok-v-kiev-snimki-1186736news.html\">Bulgaria<\/a>.<\/span><\/p>\n<p>They published <a href=\"https:\/\/www.bbc.com\/news\/av\/world-europe-60536614\">video footage<\/a> and photos clearly showing the <a href=\"https:\/\/www.aljazeera.com\/news\/2022\/2\/26\/kyiv-residential-tower-hit-by-missile-as-fighting-rages-mayor\">damages<\/a> to the building from various <a href=\"https:\/\/www.forbes.com\/sites\/annakaplan\/2022\/02\/25\/live-us-will-sanction-putin-for-russian-invasion-of-ukraine\/?sh=4ed012ec1d2c\">angles<\/a>. Ukrainian <a href=\"https:\/\/society.novyny.live\/ia-poproshchalasia-iz-zhittiam-rik-tomu-u-visotku-na-lobanovskogo-vluchila-rosiiska-raketa-79675.html\">media<\/a> reported that 6 flats had been completely destroyed and were uninhabitable, while 16 others had suffered less serious damages.<\/p>\n<p><span style=\"font-weight: 400;\">During Russian missile fire Ukraine&#8217;s population <a href=\"https:\/\/visitukraine.today\/blog\/990\/list-of-things-to-put-in-an-emergency-suitcase-and-basic-rules-that-will-save-lives-during-missile-strikes#:~:text=The%20rule%20of%20%22two%20walls,wall%2C%20window%20glass%2C%20etc.\">is advised<\/a> to observe the so-called rule of the two walls. That means staying in those parts of a building in which one would have at least two walls separating them from the outside. The rule is the mostly likely explanation why there were no fatalities in the attack.<\/span><\/p>\n<h3><strong>It took over 10 months to restore the building<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">In the beginning residents did not think the building was likely to be fixed any time soon as the war was still going on and authorities were prioritising repairs of damaged infrastructure and public buildings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After the missile strike almost all residents moved out because they considered the building too <a href=\"https:\/\/www.dw.com\/en\/ukraine-war-amid-destruction-reconstruction-booms-in-kyiv\/a-63140260\">dangerous<\/a> and because in the first week following the attack there was no electricity, water or heating. Those services were soon restored and even an emergency lift was put into operation, residents <a href=\"https:\/\/tvoemisto.tv\/exclusive\/70_kvartyr_buly_zruynovani_yak_vidnovlyuvaly_budynok_na_lobanovskogo_u_yakyy_na_pochatku_viyny_vluchyla_raketa_144616.html\">told<\/a> the media. They began clearing the debris themselves and started <a href=\"https:\/\/savemyhome.in.ua\/en\">raising funds<\/a> to secure the parts of the building that had lost their concrete supports against collapsing. The steel supports holding up the parts above the site of the impact are clearly visible.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>At the end of May the Kyiv local authorities announced that they would cover the expenses for the building&#8217;s full renovation. Following an inspection, construction experts decided that the floors above the impact site were too damaged, structures were bent out of shape and would therefore have to be removed and completely replaced. According to the <a href=\"https:\/\/www.bbc.com\/ukrainian\/articles\/cxrpw2vn939o\">BBC<\/a>, quoting information from the Kyiv City Authority, there were 17 multi-family residential buildings that were seriously damaged by Russian missile strikes. Among them was the high-rise on Lobanovskyi Avenue.
