The text on the poster encourages the citizens to report when their neighbours maintain a temperature above 19 \u2070C at their homes. Please, give us a call and inform us\u2026\u201d. In the bottom left corner there is a clarification that the person making the report will remain \u201canonymous\u201d. In the bottom right corner, a reward of 200 Swiss francs is promised to the person making the report.<\/p>\n<h3><strong>What are the facts?<\/strong><\/h3>\n<p>According to the Swiss daily newspaper <a href=\"https:\/\/www.20min.ch\/story\/heizt-der-nachbar-informieren-sie-uns-gefaelschtes-petz-plakat-sorgt-fuer-verunsicherung-699395044150\" target=\"_blank\" rel=\"noopener\"><em>20 Minutes<\/em><\/a> the photograph is falsified. The given telephone number belongs to the press office at the Federal Department of the Environment, Transport, Energy and Communications, so the newspaper contacted them for more details on the situation. The press office denied the existence of such posters and clarified that the Swiss government has nothing to do with such invocations.<\/p>\n<p>Emanuela Tonasso, a member of the aforementioned federal department, said to the department of <a href=\"https:\/\/dpa-factchecking.com\/switzerland\/220913-99-743417\/\" target=\"_blank\" rel=\"noopener\">fact-checking at DPA<\/a> that the case is \u201can abuse with the telephone number and the logo of the Swiss Confederation\u201d and there is already an ongoing investigation.<\/p>\n<p>We see more evidence about the falsity of the given \u201cposter\u201d in an <a href=\"https:\/\/www.mimikama.at\/fake-schweiz-verpetzen-heizsuender\/\" target=\"_blank\" rel=\"noopener\">Austrian website<\/a>. According to that website the person who captured the image is unknown, but it first appeared on a Russian Internet forum. The recommended actions include: reducing the indoor temperature, using less hot water, turning off the lightning and the devices, which are not in current use. According to the <a href=\"https:\/\/www.euractiv.com\/section\/energy\/news\/swiss-launch-energy-conservation-campaign-plan-rationing-moves\/\" target=\"_blank\" rel=\"noopener\">Swiss Federal Councillor Guy Parmelin<\/a> those measures are not only voluntary but \u201cpreventive\u201d as well. He hopes that the government wouldn\u2019t need to make them obligatory.<\/p>\n<p><strong>\u201cA maximum of 19 \u2070C\u201d could be a part of future measures<\/strong><\/p>\n<p>With the announcement of the voluntary campaign Parmalin declared that if those voluntary measures do not lead to the expected results and the country faces a severe shortage of gas then it\u2019s possible that there will be <a href=\"https:\/\/www.swissinfo.ch\/eng\/politics\/swiss-population-urged-to-save-energy-to-mitigate-winter-shortages\/47866246\" target=\"_blank\" rel=\"noopener\">additional actions taken.<\/a><\/p>\n<p>The Swiss government has elaborated a <a href=\"https:\/\/www.newsd.admin.ch\/newsd\/message\/attachments\/72929.pdf\" target=\"_blank\" rel=\"noopener\">draft document<\/a> where all the additional measures are thoroughly explained. These include reducing the heating in gas-heated homes to a maximum temperature of 19 \u2070C as well as imposing a ban on the gas heating of swimming pools and holiday homes. Those measures are <a href=\"https:\/\/www.nzz.ch\/schweiz\/gasmangel-19-grad-in-der-wohnung-muessen-im-notfall-reichen-ld.1700556?reduced=true\" target=\"_blank\" rel=\"noopener\">still being discussed<\/a> though.<\/p>\n<p><strong>There will be no fines or penalties<\/strong><\/p>\n<p>The document with proposed measures does not include any penalties or fines. The misleading headlines talking about 3 years of jail for not complying with the rules refer to the <a href=\"https:\/\/fedlex.data.admin.ch\/filestore\/fedlex.data.admin.ch\/eli\/cc\/2017\/308\/20170601\/en\/pdf-a\/fedlex-data-admin-ch-eli-cc-2017-308-20170601-en-pdf-a.pdf\" target=\"_blank\" rel=\"noopener\">Federal Act of National Economic Supply<\/a>, which <a href=\"https:\/\/www.reservesuisse.ch\/legal-bases\/?lang=en\" target=\"_blank\" rel=\"noopener\">regulates the security<\/a> of the national supply of essential goods and services in times of severe shortages. The law defines \u201csevere shortages\u201d as \u201ca supply situation in which there is an extreme risk of immediate, major damage to the economy or considerable disruption to national economic supply.\u201d<\/p>\n<p>Those who violate this law are \u201cliable to a custodial sentence not exceeding three years or a monetary penalty\u201d. This however only applies when the violation is intentional and if it\u2019s committed in an emergency situation of \u201csevere shortages\u201d, which is currently non-existent.<\/p>\n<h3><strong>Fact checked:<\/strong><\/h3>\n<p>The photograph of a Swiss poster, which encourages people to report their neighbours who not comply with the recommended measures for energy saving in return for a prize money, is falsified. Such posters do not exist in Switzerland. Representatives of the Swiss Federal Office of Energy assure that the image is fake and that there is an investigation in process.
